SELECTMEN’S MINUTES

Date:  January 08, 2014

6:00 p.m.

 

I. OPEN MEETING

A. ROLL CALL

 Charles Leighton, Priscilla Dorman, Hal Hand, and Danny Withee were present.  (Brenda Clark was absent do to family illness)

 

            B. MINUTES OF THE MEETING

                        1.         Approve December 23, 2013 Meeting Minutes and December 11, 2013.

            Upon motion by Hal Hand, seconded by Danny Withee, it was unanimously voted to table the approval of the December 11, 2013 meeting minutes for the attendance of a full Board.

            Upon motion by Danny Withee, seconded by Hal Hand, it was unanimously voted to table the approval of the December 23, 2013 meeting minutes because lack of a quorum for approval. (Hal Hand and Priscilla Dorman were not in attendance at that meeting.)

             

            C. QUIT CLAIM DEEDS 

             None.

            Diane informed the Board that there is a potential of 51 foreclosures.

 

            D.  WARRANT

                        1.  Payroll Warrant #16

            Upon motion by Danny Withee, seconded by Hal Hand, it was unanimously voted to approve Payroll Warrant #16.

 

2.    Expenditures #22

Upon motion by Priscilla Dorman, seconded by Danny Withee, it was unanimously voted to approve Expenditures Warrant #22.

 

            E. BOARD OF ASSESSORS                   

            Nothing.

 

II. OLD BUSINESS

1.            Diane informed the Board that Laura Ward and the Library Volunteers will now being doing the News Letter.

           

III. NEW BUSINESS

1.            General Assistance Policy Discussion

Diane informed the Board that there are on-going issues with fuel and electrical assistance request to homes that are not up to land – use codes or life safety codes.  Diane is concerned of the liability of giving the assistance to these homes and the town being liable in the event that an emergency comes because of the assistance.  Diane requested adopt and approve effective immediately the  General Assistance Inspection Policy”.  This will allow Code Enforcement Officials and EMS/Fire personnel to do the above inspections for safety reasons for all.

Upon motion by Danny Withee, seconded by Priscilla Dorman, it was unanimously voted to approve and adopt the GA inspection policy effective immediately.

 

III. COMMITTEE REPORTS

            A.  ANIMAL CONTROL       Announce that late fees for registering dogs will be in effect as of February 1st. Sandy is presently trying to do call reminders.           

            B.  APPEALS BOARD 

                        1.         Looking for a member if any one is interested

                        Announced .  

            C.  CEMETERY        Nothing.       

            D.  CODE ENFORCEMENT OFFICER   Nothing.

            E.  E911          Nothing.

            F.  EDUCATION       Nothing.      

            G. EMERGENCY PREPAREDNESS COMMITTEE     Nothing.

            H. EMT/RESCUE   Nothing.

I.   FIRE DEPARTMENT      Nothing.

            J.  MEETINGHOUSE           Charles Leighton reported that Melvin Yoder informed him that the church group had a mold test taken at the meeting house and the test showed mold outside the building but not inside.  Priscilla Dorman questioned if it was possible to get a copy of the report for the town records.

K. PARKS & RECREATION           Nothing.

L.  PLANNING BOARD        Nothing.

            M. PLUMBING INSPECTOR          Nothing.

N. RECYCLING & SOLID WASTE COLLECTION      Nothing.                      

            O. ROAD COMMISSIONER       William Barriault was present and stated that he did not receive calls for downed limbs, but has received calls on complaints for the road conditions.  Barriault stated that all else is at a stand-still.   Danny Withee stated that he checked the sand and salt situation and found that by measuring it is a foot and a half lower than the stringers.  Danny questioned why it cost more this year than last year to put up less sand.  Barriault stated there was less sand but the same amount of salt as last year.   Marlene Webber disputed the above comments and was asked to hold her comments until public comments.

P.  STATE LEGISLATIVE CORRESP      Information copies were in Selectmen’s boxes.

            Q. TREASURER       Mid Year Expense and Revenue reports were given to the Board Members.

R.   WELFARE DIRECTOR             Diane reported it has been very busy with the below freezing temperatures and the delay in fuel assistance.

            S.  OTHER   

                        Nothing.

IV.          TRAINING            

Nothing.

V.           PUBLIC COMMENTS 

                  Marlene Webber handed Diane a hand written note  (see attached) from Richard Webber to read aloud during public comments.  Diane read the note aloud and Marlene stated that MR. Withee statements were untrue and questioned why he waited so long to measure.  Webber has put 500 yards of material on the roads already.  Marlene stated that some have done everything they can to put the Webber’s out of business, while Mr. Barriault “brown noses” them all. Marlene stated that her husband does all he can do for the town and the selectmen do not have the right to call him a liar and a thief.

                  Mr. Rooney questioned the web site again not showing the Special Town Meeting Minutes of 10/23/2013.  Diane informed him that they had been sent and would again look into it.  Mr. Rooney also questioned the meaning of “registered voter”.  Both Dian and Priscilla explained that “registered voter” is where any one person claims residency.

Upon motion by Danny Withee, seconded by Hal Hand, it was unanimously voted to adjourn the meeting at 6:50 p.m.
