I. OPEN MEETING
The meeting was opened by Don Carroll leading the Pledge of Allegiance.
A. ROLL CALL
Don Carroll, Brenda Clark, Priscilla Dorman, Charles Leighton, and Danny Withee were present.
B. MINUTES OF THE MEETING
1. Approve June 22, 2016 Meeting Minutes
Upon motion by Priscilla Dorman, seconded by Brenda Clark, it was unanimously voted to approve the June 22, 2016 meeting minutes.
2. Approve the June 18, 2016 Annual Town Meeting Minutes.
Upon motion by Charles Leighton, seconded by Danny Withee, it was voted 4 to 1 abstained to approve the Annual Town Meeting Minutes.
(Priscilla Dorman abstained as she was not present at the meeting due to a medical emergency.)
C. QUIT CLAIM DEEDS
1. Advantage Payroll Warrant # 27
Upon motion by Danny Withee, seconded by Brenda Clark, it was unanimously voted to approve Advantage Payroll #27.
2. Expenditures # 32
Upon motion y Brenda Clark, seconded by Don Carroll, it was unanimously voted to approve AP Warrant #32.
E. BOARD OF ASSESSORS
II. OLD BUSINESS
1.Winter Plow Contract Discussion:
Don Carroll motioned to award the contract to Richard Webber, Motioned died as there was not a second to the Motion.
Bonnie Cyr was present and stated that it is not always the best decision to go with the cheapest bid, we have been down that road and it did not end up so well, she stated.
Bonnie stated that the roads were not safely maintained last year and it is a wonder someone was not killed. Bonnie informed the Board that they
should put their personnel feelings aside and do what is best for the Town as a whole.
Delores Butler and Marc Karum agreed with Bonnie Cyr’s statement.
George Hockstadter stated the hatred needs to stop.
Upon motion by Charles Leighton, seconded by Danny Withee, it was voted 3 to 1 No and 1 abstain to award the Winter Plowing Contract to Rick Faloon aka Far & Beyond. (Brenda Clark abstained).
Don Carroll stated that in speaking with Mr. Faloon, even he stated that it is best to go with someone in your own town if that is a possibility.
Priscilla Dorman stated that she also spoke with Mr. Faloon and believes that he will do a good job for the Town.
III. NEW BUSINESS
1.Town Meeting Discussion:
Charles Leighton stated that the Moderator, Matt Dunlap done an excellent job moderating the meeting as was the consensus of the whole board and the public.
Brenda Clark noted the spiders at the Meeting house by the podium.
Diane informed the Board that Mr. Dunlap donated his $100 pay to purchase flags for the community.
III. COMMITTEE REPORTS
A. ANIMAL CONTROL Nothing.
B. APPEALS BOARD Nothing.
C. CEMETERY Far and Beyond noted that the Cemetery would not be mowed this week as the grass is too short and will burn.
D. CODE ENFORCEMENT OFFICER Nothing.
E. E911 Nothing.
F. EDUCATION Nothing.
G. EMERGENCY PREPAREDNESS COMMITTEE Nothing.
H. EMT/RESCUE Nothing.
I. FIRE DEPARTMENT Nothing.
J. MEETINGHOUSE Connie Merrill was present and stated that she will get some spider bombs to deal with the spiders.
K. PARKS & RECREATION it was noted that there are 2 new Directors: Shannon Furrow and Caitlyn Matthews.
L. PLANNING BOARD Nothing.
M. PLUMBING INSPECTOR Nothing.
N. RECYCLING & SOLID WASTE COLLECTION Nothing.
O. ROAD COMMISSIONER William Barriault was present and stated that a mile of paving is approximately $120,000.
The plan is to pave the Coboro Road and patch the Lapoint Road where the plow damaged it.
Don Carroll noted that the paving must go out to bid as promised at Town Meeting that the board has heard the people and how they would like to see things done.
William stated that he is working on culverts to prepare for hot top and is presently spreading calcium to help keep the dust down.
Bonnie Cyr also mentioned grading and the Road Commissioner doing his own work with no check and balances.
P. STATE LEGISLATIVE CORRESPONDANCE Nothing.
Q. TREASURER Diane requested the annual fiscal year ending closing of the office for June 30, 2016. Consensus of the Board was to close the office for June 30, 2016.
R. WELFARE DIRECTOR Nothing.
V. PUBLIC COMMENTS
Delores Butler questioned why the leaves are all left in back of the cemetery along the fence when the Sherriff’s crew does the clean up.
Don explained they are not left and maybe the wind blew that way after the clean up.
VI. SELECTMEN COMMENTS
Brenda Clark thanked Priscilla Dorman for serving on the Board as this was Priscilla’s last meeting as Selectmen.
VII. EXECUTIVE SESSION
Upon motion by Brenda Clark, seconded by Charles Leighton, it was unanimously voted to adjourn the meeting at 7:10 p.m.
